I think Liv Golf might be back because the war's over. ... I do actually believe the theory that they had to adjust all their funding because they were having to spend way more money than they had planned on to repair shit that was getting blown up.

This is a satirical conspiracy theory with no basis in financial reality, making it factually incorrect but a great joke.

College football is now on an honor system with no ability to enforce rules

College football is on the honor system now now. So if you wanna self-report, if you wanna suspend your own players for stuff, you're more than welcome to do so. But just know that the rest of the schools probably won't be doing that.

The legal landscape currently supports the idea that the NCAA has lost significant enforcement leverage.
